April 24, 2026 is not a soft deadline.
For state archives serving populations of 50,000 or more, the Department of Justice's final ADA Title II rule requires conformance to WCAG 2.1 Level AA across all public-facing digital content, including documents, portals, PDFs, and public access systems. The rule is enforceable. Complaints are already being filed.
The archived content exception exists. However, it is narrower than most teams expect, and applying it incorrectly is one of the most common compliance gaps in state archives at present.
