Digital Preservation is often framed as a technical challenge, storage, formats, fixity. But for archives and cultural heritage institutions, the harder questions are about governance: who is accountable for digital collections, how institutions prove trustworthiness to funders, regulators and the communities they serve, and how preservation decisions made today hold up over decades of change.
